There are instances where it would be extremely useful to be able to override the renewal block on books with requests. For example, we had a user call in wanting a renewal. Because there were 6 requests for the book the renewal was blocked, even though there were 3 available copies of the book and all 6 people who had the book on request were currently at their max book limit. In instances like this one it would be very useful to have the option of overriding the renewal block.
It sounds like part of the problem is that Reserves and Requests are being treated with the same level of importance here. Would it be useful to have an option that ignores request level "reserves" if there are items available?

That's a hard question to answer. To our readers advisers, the most important part of the formula is the available copies. We're not too concerned with the differentiation between reserves and requests. Basically, we either want the renewal block to only kick in if there are no available copies, or we would like the option to override the renewal block at our discretion. This way we either know that when the block pops up there are no available copies, or we can manually check and override the block if there are available copies.
